fith reference to my telegram of the 2nd of Merch in regard to the work of re-calculating on the basis of the mer MX tables sxisting and prospective pensions under the Tidows and Crphans Pension Scheme, I have the

honour to soquaint you with the following circumstances in

which the Actuaries were given to understand that this

work would be entrusted to them.

Z. On the 34th of July 1923, copies of Lord Milner's

despatch No.10 of the 13th of Jamary 1921 and of Sir Claud

Severn'a despatch No.164 of the 13th of April 1921, together

with copies of certain correspondence between the Secretary

of State and the Governor of the Straits Settlements were

sent to Mr.Young Indiesting the linas of the reply which

it ma proposed to return to your predecessor, Xr.Young

hovaver vrongly interpreted an invitation to furnis any

observations which he might have to offer, and submitted

a long Report on the general principles governing the management of the Hong Kong Widows and Orphans Fenzion Schome, with particular reference to the substitution of

Bi tables for the existing 6. tables. For this work

Mr.Young rendered an account for £56.5.0, of which

£15.15,0 represented his fea and £40.10.0. his professional

assistent's charges and incidental expenses.
